A PROPOSAL

PROPOSAL RE MEETING LENGTH

I believe that our Club by-laws already prescribe much of the solution to our problem with excessive meeting length. Article VIII, Section 2, says the order of business at the Club meeting is to be:

a) Roll call
b) Visitor recognition
c) Reading and approval of minutes
d) Officer reports: Treasurer, Secretary, Vice-President, Trustee,
e) COMMITTEE REPORTS [emphasis mine]
f) Old business,
g)New business,
h) Good and welfare of the constituency,
i) Elections if any
j) Adjournment
k) Program presentation if any.

I believe that the single item on this agenda that can shorten our meetings is: COMMITTEE REPORTS.

A committee is the place for the time-consuming investigation and discussion needed to prepare a sound and actionable proposal that the Club can consider and approve, disapprove, or amend. A committee is the group that can implement and oversee and monitor specialized activities that may not be of interest to every member of the Club.

SO, I PROPOSE: that the Club President annually appoint three standing committees—namely, Public Event Support, Emergency Preparedness, and Mentoring—and that these committees meet openly to identify, discuss, recommend, initiate and oversee all activities within their respective areas. Also, that each committee shall bring a brief oral report to the regular monthly Club meeting; but that it shall bring a specific proposal written as a motion, to present as new business, on any matter that requires the Club's decision.

(While the current by-laws do not give us much help on exactly what decisions require a vote by the Club, we can safely presume matters of policy and actions that require the expenditure of Club funds.)
